Government of West Bengal is Committed towards large scale Skill development for its youth population to improve the scope of gainful employment and entrepreneurial opportunities under the WBSDM (West Bengal Skill Development Mission) chaired by the Hon'ble Chief Minister of West Bengal. To ensure that the above commitment is met successfully the Department of Technical Education, Training & Skill Development; Government of West Bengal has launched the "Utkarsh Bangla", a flagship scheme on 16th February 2016 under the aegis of the PBSSD (PaschimBanga Society for Skill Development) for placement linked short-term skill trainings across the State of West Bengal. Applicants can register here for All Short-term Skill development trainings being offered by PBSSD (Paschim Banga Society for Skill Development), Government of West Bengal.

It's maintain by West Bengal Woman Development Undertaking.The vocational training programme under the name ‘NOARD assisted project’ was launched a few years Back with assistance from the Norwegian Agency for international development. The programme has Recently been renamed as Swabalamban. Objective of the programme is to provide training to the poorAnd needy for improvement of their vocational skill to enable them to undertake income generating Activities for achieving self reliance on sustained basis.
In the state of West Bengal , women Development Undertaking is the Nodal agency for implementation Of the programme . All the training projects are implementing in joint collaboration with the reputed NGOs. Training is imparted in traditional trades , like weaving , mat making , jute products manufacturing , Zori crafts, etc as well as in non traditional trades , like computer , electronics radio And tv repair, community health work etc.
The entire fund required for recurring and non recurring expenditures of a project is provided by GOI As grant-in aid assistance . After the training is over , the trainees are also given assistance for getting Employed or self employed.

Department of Food Processing Industries became operational from May 1992. In due course Directorate of Horticulture came from the Agriculture Department and joined this department in April 1997 and it came to be known as Department of Food Processing Industries & Horticulture. A separate Directorate for Food Processing Industries was formed in1998 that became fully functional from 2009.
